How to Add or Remove Saved Pictures Library in Windows 10

1. Do step 2 (add) or step 3 (remove) below for what you want.
NOTE:This is the default setting.
A) Click/tap on the Download button below to download the .reg file below, and go to step 4 below.
Add_Saved_Pictures_library.reg
A) Click/tap on the Download button below to download the .reg file below for your 32-bit or 64-bit Windows 10, and go to step 4 below.
32-bit_Remove_Saved_Pictures_library.reg
OR
64-bit_Remove_Saved_Pictures_library.reg
4. Save the .reg file to your desktop.
5. Double click/tap on the downloaded .reg file to merge it.
6. When prompted, click/tap on Run, Yes (UAC), Yes, and OK to approve the merge.
7. If File Explorer is currently open, then close and reopen it to apply.
8. If you like, you can delete the downloaded .reg file if you like.

The Saved Pictures folder is a system generated folder, which is associated with Windows Photos app, it will store the recently opened photos. However, you can delete this folder.
As you mentioned, its getting reappeared after restart so, it might due to any malicious application program.
I suggest you to try the below methods and check if it helps.
Method 1: Perform a full system scan using Windows defender.

Method 2: Perform Clean boot.
A clean boot is performed to start Windows by using a minimal set of drivers and startup programs. This helps eliminate software conflicts that occur when you install a program.
Note: Steps mentioned for Windows 8/8.1, will work fine with Windows 10.
